Saat kita membaca atau mendengar kata “administrasi” (administration), sesuatu yang berhubungan dengan catat-mencatat muncul di benak kita. Sebenarnya hal ini tidaklah keliru karena kegiatan tersebut merupakan bagian dari kegiatan administrasi.

Namun apa yang dimaksud dengan administrasi itu sendiri, dan apa tujuan dan fungsi dari kegiatan administrasi tersebut? Pada artikel ini saya akan mengulas secara menyeluruh administrasi yang meliputi:

  • Apa tujuan dan fungsi administrasi dalam organisasi.

Pemahaman umum tentang administrasi

Apa yang dimaksud dengan administrasi? Konsep dan pengertian administrasi adalah suatu bentuk usaha dan kegiatan yang berkaitan dengan pembentukan kebijakan untuk mencapai tujuan / sasaran organisasi. Oleh karena itu, dapat dikatakan bahwa administrasi mempunyai peran yang sangat krusial dalam segala aktivitas organisasi.

Selain itu, definisi administrasi dapat didefinisikan secara tegas sebagai bentuk kegiatan yang meliputi pencatatan, korespondensi, pembukuan sederhana, percetakan dan kegiatan lain yang bersifat teknis.

Sedangkan pengertian administrasi secara luas adalah semua proses kerjasama antara dua orang atau lebih yang bertujuan untuk mencapai tujuan dengan menggunakan sarana dan prasarana tertentu secara efisien dan efektif.

Mengacu pada definisi administrasi, kita dapat menemukan tiga hal penting berikut ini:

  • Administrasi adalah seni dan proses. Sebagai sebuah seni, administrasi membutuhkan nasehat khusus yang bersyarat dan tidak langsung karena selalu berkaitan dengan situasi, keadaan, waktu dan tempat.
  • Dalam administrasi terdapat unsur-unsur tertentu, antara lain; Ada dua orang atau lebih, ada kerjasama antara orang-orang tersebut, formal dan hierarkis, dengan tujuan, mempunyai misi, ketersediaan sarana dan prasarana.
  • Administrasi muncul seiring dengan munculnya peradaban manusia dimana manajemen harus mencapai tujuan bersama.

Pengertian administrasi menurut para ahli

Beberapa ahli di bidang administrasi menjelaskan tentang pengertian administrasi, antara lain:

1. George R. Terry

Menurut George R. Terry, pengertian administrasi adalah kegiatan perencanaan, pengendalian, dan pengorganisasian pekerjaan perkantoran, serta penggerakan mereka yang melaksanakannya agar mencapai tujuan yang telah ditetapkan.

2. Arthur Grager

Menurut Arthur Grager, pengertian administrasi adalah fungsi tata penyelenggaraan terhadap komunikasi dan pelayanan warkat suatu organisasi.

3. Sondang P. Siagian

Menurut Sondang P. Siagian, arti administrasi adalah segala bentuk dari proses kerjasama antara dua individu atau lebih atas dasar rasionalitas terpilih untuk mencapai tujuan yang ditentukan sebelumnya.

4. Ulbert Silalahi

Menurut Ulbert, dalam artian luas arti administrasi adalah penyusunan dan pencatatan data/ informasi secara sistematis, baik internal maupun eksternal sebagai upaya untuk menyediakan keterangan serta memudahkan untuk mendapatkannya kembali, baik itu sebagian ataupun seluruhnya. Sedangkan defenisi administrasi dalam arti sempit dikenal dengan istilah tata usaha.

5. Willam Lefffingwell dan Edwin Robinson

Menurut Willam Lefffingwell dan Edwin Robinson, pengertian administrasi adalah suatu bagian dari ilmu manajemen yang berkaitan dengan pelaksanaan pekerjaan perkantoran secara efisien, kapan dan di mana pekerjaan tersebut harus dilakukan.

Unsur administrasi

Selain memahami makna administrasi, ada beberapa elemen penting yang harus ada dalam sebuah bisnis. Menurut The Liang Gie, ada 8 item yang harus dihadirkan:

1. Organisasi

Dalam hal ini, organisasi merupakan tempat dimana kegiatan administrasi dilakukan. Dalam sebuah bisnis, orang yang mengerjakannya akan dikelompokkan ke dalam sebuah wadah.

2. Manajemen

Manajemen merupakan alat utama dalam mengimplementasikan administrasi. Ada regulator, penggerak, manajer, dan personel operasi. Dalam pengelolaannya masih dibagi menjadi tiga kelompok; Manajemen puncak, manajemen menengah dan manajemen bawah (mandor).

3. Komunikasi

Administrasi juga mengatur pola komunikasi antar departemen dalam organisasi. Misalnya lewat surat atau berita.

Informasi yang beredar sangat penting untuk diketahui dan diklarifikasi agar terjalin komunikasi yang baik antara manajemen, pelanggan dan pejabat itu sendiri.

4. Kepegawaian

Ini tentang menggunakan pekerjaan. Dalam manajemen terdapat proses yang saling terkait, yaitu; penerimaan, penempatan, pendayagunaan dan pemberhentian kerja.

5. Keuangan

Ini soal membiayai kontrak kerja sama, dari cara mendapatkan dana hingga pertanggung-jawaban. Sebagai contoh; administrasi penjualan, pembelian, kontrak atau sewa, serta sumber dana.

6. Perbekalan

Berkenaan dengan pembelian barang, penyimpanan dan transportasi. Pihak administrasi akan memeriksa elemen mana yang dibutuhkan untuk kegiatan kerja dan mana yang tidak.

7. Tata Usaha

Kegiatan tata usaha meliputi pencatatan, penyimpanan dan pengiriman dokumen / data. Unsur tata usaha sangat penting dalam manajemen karena dapat menjadi sumber informasi bagi organisasi dalam pengambilan keputusan.

8. Hubungan Masyarakat

Public Relations (PR) merupakan upaya menjalin hubungan baik dengan konsumen atau klien. Administrasi akan menetapkan regulasi tentang bagaimana menghadapi masyarakat, khususnya konsumen.

Ciri-Ciri Administrasi

Administrasi memiliki banyak ciri yang mudah dikenali, diantaranya sebagai berikut:

  • Administrasi memiliki tujuan yang jelas.
  • Dalam administrasi ada kelompok orang yang terdiri dari dua orang atau lebih.
  • Administrasi selalu berhubungan dengan kegiatan kerja-sama.
  • Dalam administrasi ada bisnis atau proses kerja.
  • Kegiatan administrasi selalu memiliki kepemimpinan, pengarahan dan pengawasan.

Fungsi administrasi secara umum

Berikut ini adalah beberapa fungsi administrati dari suatu organisasi:

1. Planning (perencanaan)

Planning merupakan kegiatan perencanaan yang membutuhkan kegiatan administrasi, mulai dari pengumpulan dan pengolahan data hingga perencanaan.

2. Organizing (Penyusunan)

Organizing adalah kegiatan mengorganisasi dan menjalin kontak kerja antar anggota organisasi sehingga tercapai suatu kesatuan tindakan untuk mencapai tujuan organisasi.

3. Coordinating (Koordinasi)

Koordinasi merupakan bagian dari fungsi administrasi yang menjalankan rangkaian kegiatan agar berjalan dengan baik dan menghindari kekacauan, konfrontasi dan kekosongan dalam kegiatan yang dilakukan dengan menghubungkan, membakukan dan memodifikasi pekerjaan bawahan sehingga ada kerjasama yang terencana dalam upaya untuk mencapai tujuan organisasi.

4. Reporting (Laporan)

Reporting adalah kegiatan untuk menyampaikan kemajuan atau hasil suatu kegiatan dengan menyusun dan melaporkan tugas dan fungsi pejabat senior, secara lisan dan tertulis untuk mendapatkan gambaran tentang tugas anggota organisasi.

5. Budgeting (Penyusunan Anggaran)

Budgeting adalah kegiatan merencanakan dan mengelola keuangan atau anggaran dalam suatu organisasi yang dilaksanakan secara terus menerus.

6. Staffing (Penempatan)

Staffing adalah aktivitas yang berkaitan dengan manusia dan sumber daya lain dalam organisasi; Mulai dari perekrutan tenaga kerja, pengembangan dan perlengkapan di dalam organisasi.

7. Directing (Pengarahan)

Pengarahan atau bimbingan adalah kegiatan interaksi dengan anggota organisasi berupa pemberian arahan, saran dan perintah, agar tugas dapat dilaksanakan dengan baik guna mencapai tujuan yang telah ditetapkan.

Tujuan administrasi

Setelah mengetahui pengertian dan fungsi administrasi, selanjutnya kita akan mengetahui tujuan dari kegiatan administrasi, yaitu:

1. Menyusun program kerja

Setiap organisasi membutuhkan informasi dan data sebagai acuan untuk menyusun program kerja yang unggul. Informasi dan data tersebut dapat diperoleh dari kegiatan administrasi.

Sehingga proses administrasi harus dilakukan secara sistematis, agar informasi dan data yang diperlukan dapat dengan mudah ditemukan.

2. Evaluasi kegiatan organisasi

Sistem administrasi yang baik akan membantu organisasi untuk melihat berbagai informasi dan data. Dengan adanya informasi dan data tersebut maka organisasi dapat mengevaluasi setiap aktivitas yang dilakukan.

3. Memantau kegiatan administrasi

Kegiatan administrasi ini mencakup banyak hal, sehingga harus dilaksanakan secara teratur dan sistematis.

Dengan manajemen yang baik, suatu organisasi atau perusahaan dapat memantau apa, bagaimana, kapan, dimana dan mengapa kegiatan tersebut dilakukan.

4. Menjamin keamanan aktivitas usaha

Setiap organisasi atau perusahaan membutuhkan jaminan keamanan untuk menjalankan aktivitas komersialnya. Oleh karena itu, setiap organisasi membutuhkan administrasi yang baik untuk memantau setiap aktivitas, baik dari dalam maupun luar.

Melalui proses administrasi, setiap aktivitas dan transaksi akan terekam secara jelas dan detail.

Contoh kegiatan administrasi

Sebagai pelengkap artikel ini, kita dapat melihat beberapa contoh bentuk administrasi menurut jenisnya:

  • Contoh administrasi populasi; Memproses kartu keluarga, KTP, akta kelahiran, akta kematian, dll.
  • Contoh administrasi pendidikan; Buat jadwal pelajaran, urus korespondensi, dan atur kegiatan sekolah.

Bisa dibilang arti administrasi itu seperti Ratu Damai. Akan tetap terjadi gangguan pada perusahaan atau bisnis bila administrasi tidak berjalan dengan baik.
